Do I get charged when I receive text messages from the Philippines?

No. Receiving texts is always free anywhere in the world.

No they’re free! You can even send them for free.

Are you sure about that? 

AFAIK, sending is not free.  It will cost 60 cent per text SMS.

Unless you are unfortunately enough to be in the USA, whereas the first SMS text you send will cost you $10.   Although you can send the next 99 text for free!

He was referring to while being in Canada since the op did not mention they were outside of the country.
