Where to Buy Sim Card Without Store Activation

I am trying to buy a Koodo sim card for a gift. Since time is running short, I thought I would buy locally instead of online. I have been to Telus/Koodo stores and Walmart, but  they refuse to sell me just the card. They say they have to activate it in the store. 

When I signed up to Koodo a few years ago, I was able to buy one and activate it myself online through self-serve when I got home. Is this a store scam, or a new Koodo policy. I can still buy sim cards from other carriers like Virgin and Lucky Mobile, which I may have to if I can’t buy a Koodo one locally in time.

I answer your question at the link above but you should be able to. I imagine its just the reps saying that so you decide to activate there and they earn the commission for it.

Unless they have a new corporate rule that says no (which I have never heard of), you're allowed to purchase sims by themselves. It is $10 plus tax.
