I go to complete checkout for a phone upgrade and it says oops something went wrong. I have changed browsers and deleted cache and still nothing works. Any advice to help

Yes I was able to purchase the phone but I was unable to add the apple protection for $17.  it wouldn’t let me proceed with it added but when I removed it, it allowed me to complete the purchase. Can I add the protection after I get the phone?

You should be able to add Device Care in self serve .

Do you see the option to add it under Mobile Services -> Add ons - Managed add ons for the line you upgraded?
