The basic plan I bought said they would rollover unused data. That is not happening. Was I duped and who do I call to rectify the problem

Where did you see that the data rolls over?
The only time data would rollover would be if you bought a data booster on a prepaid plan.

Prepaid boosters roll over, but not baseplan inclusions
Postpaid - nothing rolls over.
