I think there should be a $25 credit for prepaid accounts that are referred, as well as accounts that clients migrate from prepaid to postpaid. I personally know people who would never have changed from prepaid if it wasn't for someone they know pointing out the benefits of them switching to postpaid.

I think it should apply to pre-paid,however, it should be awarded 6months after they sign up to reduce abuse.
I think John is right. There are some people who may abuse this referral bonus for prepaid customers. If Koodo sees that the prepaid customer is sticking around and continues to use their services then the other customer should receive the bonus.
