I was told a Koodo prepaid sim is all I needed for my child’s gps watch that had minutes and data. It is not working and when I try to register for a prepaid customer account I can’t believe I need a verification code from a text which I can’t receive threw the watch.

Who told you that? I’m pretty sure that fact is wrong as Koodo isn’t selling plans for watches. You could try and put the SIM card on a normal phone, set it up there and then put it back in the watch (see if it works)
