Yes, receiving texts should be no problem without a booster since that is free, but just to be on the safe side I will confirm this with Koodo. Hang tight!

Yeah I know if I pay $5 I’ll receive texts. That’s why I asked my question.  I’m cheap.  And that’s why I’m on Koodo prepay

So I heard back from Koodo. The official answer is that you won’t be able to receive texts without the US roaming booster. They suggested you try it out, and if you don’t receive anything, you may just have to splurge on the $5. On the upside, it will last indefinitely so even if you don’t get to use it, it’ll be good for your next visit :)
