Technically you could do that on a prepaid SIM. You would need to buy us roaming option in prepaid selfserve to use the SIM in US though. It might not be cheap. US Carriers might have cheaper rate.

You can purchase booster add-ons to talk, text, or use data while roaming abroad. Visit this link for a list of add-ons for your prepaid plan. https://www.koodomobile.com/en/prepaid-plans
+4One line = one prepaid SIM (not the same one as post-paid). You can find prepaid sims from vendors that will mail on eBay.ca (not .com). Setting up your account/number is all done online. However, you will need a Canadian credit card in order to buy airtime/txts/roaming etc.
You can also pay by voucher if you have a family member or friend buy one for you in Canada. All you will need are the code numbers, not the physical card.
