Will Koodo ever be getting plans for Apple watches or selling them?

There's no plan to as of right now. Their parent company Telus offers watch plans.
If you're interested, most people dont know it but the GPS Apple watches function exactly the same as the cellular ones as long as your phone is within bluetooth range of the watch (which for most people it always will be).
