If I have the Unlimited Long Distance Pack add on and call Korea;
Does the person answering in Korea also pay for the call?
Does unlimited mean no charge for me or what would it be?

It only means no charge for you while you are in Canada.
Koodo has no control on what the person answering in Korea will be charged by their provider. But to them it should be no different than someone in their own city calling them.
