I am currently on a prepaid $15/month plan. I got it 3 years ago. I just noticed the most recent equivalent features 100 minutes of Canada wide calling, which I don’t have on my plan.
How can I upgrade?

When you baseplan is about to expire (the day before) change to the baseplan with the 100 minutes.
