I bought a phone recently with $0 upright and a $60 koodo package. Later I realised I did not need 25GB of data and wanted to downsize my plan but my self serve account was only showing me a plan of $65. I asked the best buy employee I got the phone from and he said I couldn’t downsize my current plan, only upgrade it. Now however I see a better plan on my self serve account with $55 p/mo. Can I change my plan to this without it being a problem?

Yes, if selfserve allow you to change it, you could do that. Make sure you don’t payoff the tab balance or anything else.
Also, did your plan have any credit with it? If you had, some credit might drop off with the plan change.
