Does it mean that I can call to those countries up to 1000 minutes free of charge?

But make sure your cellular plan had enough minutes to call as those call are calculated to those minutes in the plan. If your plan had 500 minutes, any extra minutes beyond 500 would be charged at payperuse rate.

That addon was part of some older plans, that wasn't available in newer plans. If you didn't see it in your plan, you can't get it.
Newer plan with perk had something similar but you will have to change your plan in selfserve to it.
