We have the easy roam international roaming add-on as part of our cell coverage however when we were in Ireland and tried to text ROAM to 7626 we were not able to add it.

If you were traveling overseas, you couldn’t text to the 7626. You could only do that while you were in Canada.
When you are not in Canada, you would have to add the easyroam in self-serve.

First of all, did you add the Easy Roam feature to your Self-Serve account? If that did not work, have you tried including the International Voice Roaming add-on to your account? Without that, you will not be able to access voice and texting services abroad.
If you plan to use data as well, you need to include the International Data Roaming add-on. Try that and see if it works out for you. Make sure to restart your phone after modifying the changes on your Self-Serve account. https://www.koodomobile.com/easyroam
