I’ve recently been offered an exclusive plan. However, it does not say “Unlimited International Messaging (text & picture)”, only “Unlimited International Messaging”. Is this just short form for the same thing, or would I be missing out on picture messaging by switching?

They are both the same thing.
Watch out for offers that say "Canada wide" though, because Koodo's latest plans are no longer international unless you add that as a "perk".
