Koodo has something known as the International Student Program. You would just need your international passport and a study permit from the government of Canada and you could signup for any postpaid plan.

You can also look into prepaid plans if you don’t have what was mentioned above or want something that’s a little less hassle to cancel later on.

After that, it all depends on what your usage is like and what you need in a plan.
In terms of setting it up before you get here, on postpaid no, on prepaid, if you can get your hands on a prepaid sim card you could technically do so. Sometimes international credit cards need to be registered to Koodo before you can use them though so you may run into this problem during activation.
If your phone can do esim, Pulbic Mobile (part of the same family as Koodo) can set you up prior to arrival in canada (note that Public Mobile does not have international roaming)
