Enable Easy roam. You can do this in self serve. You may need to restart your phone afterwards.

If it still doesn't work, make sure to check your add-ons for international voice roaming. It should be automatic with easy roam enabled. Here's the link for more info on easy roam so yoh know the cost to expect to pay:
