So my current plan is $45/month for 2gb and right now if I change my plan to the current $45/month plan, i get 3gb a month instead. Would I still have to pay whatever is in the tab bonus balance?

As you are having a Tab, they only show you available plans that you could change while keeping the Tab (and Tab bonus).
so if my understanding is correct, if i change to a plan that is shown in the Self Serve - change my plan, i will not pay any penalty, i will still keep the say Tab/Tab bonus balance?
Yes.
Also, there should be a warning message if the system ask you to pay off the Tab. You would have to click on OK to do that so don’t worry.
