I canceled my phone device care, will the bill change during the phone bill cycle or do I still pay for it? Then the next bill cycle will reflect the phone device care being dropped?

Depends when device care plan is charged to your account and when your bill is generated. Since it’s a charge you will see it on next bill. Only monthly plan rate is charged in advance and all other charges (i.e. device care, long distance, roaming etc) are added from previous month’s usage.
