I cannot find out if Koodo is currently offering a Canada-US-Mexico plan like Freedom and PublicMobile? Nothing on any of their web pages.

Not currently. There were some plans for a short period of time around black friday and christmas that included Can-US-Mex, but like most sales periods it was only for a short time.
These plan may show up again but for now what is being offered as a new customer is only canada wide plans. I suggest to check back with the website regularly or consider their partner Public Mobile as you saw before.
Usually if another secondary provider (virgin plus, Fido) offers the plan they will match. This was the case during black friday and christmas.

If you are an existing customer, you can change your plan and see Canada - US plans available. It is not Can-US-Mex, but it is the closest thing available from Koodo right now
