I just signed up for this plan as a snowbird.  I have a 5G phone and most carriers in the US are 5G.  As this plan is 4G, will that cause me any problems with calling or texting while in the USA?

You should not have any issues on the 4G network, as long as you have a device that supports 4G LTE data and has VoLTE. U.S. carriers have only shut down their 3G and HSPA network, so you should not be affected in any way. https://www.koodomobile.com/en/help/3gshutdownUS

I have a Samsung S22.  When I look at my mobile networks, it only shows 5G/LTE/WCDMA/GSM while here in Canada.  I just want to make sure that it will work ok when I am in the USA.  It doesn’t show 4G or have option to select VoLTE.

Your plan is a 4G Speed plan not a 4G restricted plan. Koodo said it would allow to access 5G network with a 4G speed plan. Only the speed is limited to 100Mbs https://www.koodomobile.com/en/help/data-speeds

The network selections seems to be ok. VoLTE doesn’t always show up in the settings as it might be automatically enabled.

It should be ok to roam given the phone model and the plan you had.
