I was wondering if there is a way to have 2 phone numbers and 2 SIM cards sharing the same 1 plan and account. So 2 phones can share the data between each other.

Unfortunately Koodo does not have family sharable plans. You will need to look at Telus, Rogers, Bell for those types of plans

And more specifically, two phones using the same line/number is not really possible. The closest you could get is as Dennis said for a data sharing arrangement for lines on the same account.
