The plan description says it includes 400 Canada-wide texts. It does not say picture messaging so I take that to mean no MMS. But does the plan support RCS?

Yes, No MMS.
Koodo doesn't provide RCS service. RCS service is running by Google mostly. You just need to use the Google message app. It will use data from either cellular data or WiFi.
