I am travelling overseas and I want to cancel my plan with Koodo temporarily for a month. After I unlock my phone and insert a new SIM card can Koodo hold my phone number and plan once I get back to Canada and if yes, will I have to pay a fee?

Do you mean putting on a Seasonal Hold plan? There is a $15 fee for that and you will lose your current plan. Once you reinstate your service upon your return to Canada, you will need to choose an in-market plan. https://www.koodomobile.com/en/help/keeping-your-account-open-when-travelling
Phone since Dec. 2017 come carrier unlocked as per the wireless code. When did you buy your koodo phone?
