After my Moto 4G Plus phone has lost connection to the network (for instance, after riding in the Toronto subway) when I come back into service range at street level, it takes several minutes before it connects to Koodo again and I can make or receive texts, make phone calls etc. Any suggestions?

Restart your phone and see if that fixes issues.
You can also flip airplane mode on and off when you get back Into network range as a faster way to get reconnected
