I’d like to reactivate a cancelled account cause my bank account 2FA is tied to my number. I’m not in Canada, would a family member able to reactivate the account by speaking to an agent.

So no. Where the account was originally in your name they will only want to speak to you for security reasons. Not a family member. You also only have 90 days after cancellation to reactivate an account. So if it has been longer than that then you can’t.
If you're out of country, you can attempt to reactivate the account by speaking with a koodo rep through their social media pages Facebook and X (Twitter). You can find their associated profiles by scrolling to the bottom of this page and hitting their logos. From there you can message a rep and they will get back to you about next steps.
