Might I suggest you hand it in to your local police station? They might have more resources to track the owner, and most people who lose something would probably check there first.

Or dropped it off at the nearest Koodo store? If there is a SIM in it, then they can track who is under it?

Make sure you get the person's name and location.( And I would let Koodo knows by send PM through FB or Twitter)
