I rec’d an email from Koodo yesterday warning that my account was being used for roaming in the USA. I’m at home, not there. Is someone else using my account?

You’ll get that message as soon as your phone connects to a US tower so if you are close to the border and it happens to pick up one of the US towers for a second, you get the warning.
