Can call forwarding be used to forward messages and calls to a voip number?

Yes, for sure. It would have to be a Canadian number though - and make sure you are aware of the cost. I would advise you get the call forwarding add-on, and make sure you familiarize yourself with the fair use policy: https://www.koodomobile.com/en/help/call-forwarding
Edit: whoops, I see you can forward to all North American numbers - though in that case I’m not sure of the cost involved.
