What do you mean by activate? Did you set up a line for it yet?

The phone will be for my wife.  My wife and I have active lines with Koodo.  My gift for her (which I bought during Black Friday) has already arrived, but I want to keep it a secret until Christmas Day.  Will it be okay if I keep the new phone “inactive” until then? 

Oh I see now, yes, absolutely! When it’s time to surprise her, all she needs to do is switch over the SIM card to the new phone. 

One note tho. Even if you want to keep this device "inactive", they starts charging service and Tab as soon as Koodo shipped the phone.
