I keep getting $10/text roaming text sent charges the last few months and it’s making my plan really expensive. I did not send any texts while traveling because I have roaming off. I also checked my texts and there was nothing sent.

Then it sounds like you are sending texts while roaming.
Check your text message settings. Make sure if you are using iMessage/RCS, that you do not send as SMS (Text) when iMessage/RCS fails

Let me flag a rep to help you out. Please provide a screenshot of your bill with a detailed list of charges. Make sure to remove any personal details, as this is a public forum.

We have checked and there is no charge on the July bill, however we found it on the previous one.
The charge was incurred indeed for outgoing text messages. According to the usage, there were messages sent on June 23. Please note that any text message sent triggers the roaming charges
Sounds like you have have a green bubble mixed in there with your blue bubbles on June 23.
