I’m outside the country and have tried to pay my bill on Selfserve via credit card many times but it’s said the service unavailable like screen-shot.

We did see some other instances here on community where the same error occurs when attempting the payment from abroad.
Foreign VPN do occasionally get caught up in fraud protection, which may lead to failed payment attempt when abroad.
if you have already tried clearing cache and cookies and still getting the error, we recommend paying via your bank.
