Last month (October) my tab balance was paid off and showing I had $0 remaining but my new bill is still showing I have to pay a tab charge. I'm almost 100% certain my 24 months was up in September, so I'm trying to figure out why I'm still being charged a tab. Any help is appreciated.

Tab amount, for some reasons, was deducted at different date (compared with the billing date). That was why you might see that.
What you could do to make sure everything was ok is to download the service agreement in self-serve. Check the 1st payment of Tab and calculate the 24 month period from that month.
