If I’m still paying off my phone that’s on a tab could I sell it as long as I continue the monthly payments without having to buy out the phone?

Yes you can as long as you are keep paying down the tab.
If you decide to buy a phone on Tab before 24 months is up, then you need to pay off and pay back bonus if it's still remains.

Ok thanks! So I could buy a new phone off of eBay and have no trouble but what if the person I sell it to is also using Koodo, will that be a flag for them or will it be fine?

That’s fine.
Koodo doesn’t care what you physically do with the phone after you buy it, you just need to maintain paying for it!
