I arrived after an international flight with a $16 roaming charge from having passed over the US territory. At some point, over the southern US, I received a roaming notice, flashing then disappearing. I made sure the phone was on airplane mode, then, and found a charge on my bill upon landing (not in the US). Can I dispute this?

Your phone should not try to connect to a nearby cellular tower if you kept your phone on airplane mode.
To avoid this from happening again, you can remove the SIM card from your phone before boarding the plane or turn off data roaming.
