I had setup PAP in the mid of Sep, and my bill is due on 26 Sep. However, I recieved an email telling me the PAP is failed. the reason could be that I may filled in wrong Branch number of my account.

May I ask that, for now, I re-setup PAP with correct information, but the bill is due, should I wait for the PAP runs or I should pay the bill first?

I would settle the bill first with a one time payment, then fix your PAP so that they are ready for next month.
