Need an out of country issue resolved

I have been out of the country since early December and purchased an e-sim card. My data roaming is off and it is set to travel, however my cell bill I noticed has doubled. I need to ensure I am not being charged roaming fees but with the time difference and with Koodo in general, I am finding it so difficult to reach someone to discuss this.
