Depends on your plan. Some plans have international texting, others have Canada-wide texting.
Login to your selfserve account and click "view rate plan" and it should say what you have.
If the phone number is an international number, you need international texting. If the phone number is a Canadian number, then either plan will do.

That would mean you can text any number for free as long as you are currently in Canada.
Emails use your data/wifi so that's something different.
