How can I contact Koodo to manage a phone account for someone who has died? I keep getting directed to Kood assist online but it is not helpful.

I found a phone number for Koodo but it literally hangs up after telling me to use Koodo assist. But Koodo assist is useless because I am not a Koodo customer and it does not let me setup a callback. Why is this so difficult?
