I have been charged the ER/VC charges in my last billing cycle for an amount of $42. It makes no sense because I didn't use my phone at all other than the incoming calls and texts.  And I have been traveling for past year and half with roaming off and I have never seen these charges in my life. 

I'm on a call back right now and I have received a made up explanation that didn't make any sense to me. I have asked the rep to connect me to an higher up and I have been waiting.
