I was out of the country for 3 weeks and had my Koodo Sim turned off. When I returned to Canada I was charged $18.00 for one minute! How do I dispute this charge? I expect is was the one minute when I was turning off my Koodo Sim.

+4Did the 1 minute call have the caller id of "ER/VC"? If so, it isn't a real call. It was there to show you one event had triggered easyroam. It can be a data usage or a sent sms as well.
You could go to selfserve and check the usage section to see why Koodo charge you. Since you mentioned you still kept the phone on while overseas, (before you turned it off) there is a chance it used data or send SMS
Can you provide a screenshot of your bill with a detailed list of charges? Make sure to remove any personal details, as this is a public forum.
