I was charged for three international calls that didn't connect. One went to voice mail. Why should I be charged for that?

+4If the call went into voicemail, the call is registered since you used airtime to talk to "voice recorder" in another country.
Regarding other two calls, did you reach an actual person?
If a call goes to voicemail it is considered a connected call. This is standard practice in Canada for all providers
