Charged for 911 government fee when I don't live in the province.

Is the 911 fee charged to the area code of a phone number?

I’m getting charged for the 911 fee of a province I haven’t lived in for over two years. Is there a way of removing this fee without changing phone numbers?

Yeah, it was charged based on the area code of the provinces. If you don’t live there, it might be better to get a local number.

Unfortunately no. Some provinces charge the 911 fee, while others don’t. You can check the list of provinces here. https://www.koodomobile.com/en/help/e911-and-t911

Balance the < $1.00 a month 911 fee against changing your phone number… and maybe having to choose a more expensive overall plan based on your “new” province based on new number.
