Cant upgrade

When I go to do a hardware update, I am told that she cannot upgrade because the address on the account does not match the   area for her phone number.

The stated solution is to change her phone number,  that is not going to happen. 

Has anyone else run into this?

Just to confirm, you entered the same address for shipping as the address on self-serve account?

Nothing has changed, the area code is 905 in Ontario.

We can't complete your upgrade because the billing province on your account doesn't match the one on your phone number.
