can you phone a canadian cell phone number that is in the United States without any long distance on an unlimited Canada Wide calling ? The person I am calling has unlimited Us/Canada min.

Yes, you could. You would not be charged if you had the unlimited canada wide plan. However the other person has to pay roaming fee when picking up your call.
