Hi, please advise how did they calculate my account balance $18.65 ? I just joined the $15 starter plan couple days with no usage as at today, when I click bill details - it said ‘ There are no bills yet for this account.

Click on your bill details, and then there should be an option download your pdf ebill.

Once you get past your first bill it'll always be the month in advance plus any overages from the previous month.
