Whenever I call the voicemail service, it prompts me to make a "4-15" digit number, and when i do, it says "invalid entry"

Yes. I go throught the steps up to created a PIN, and when I type a PIN in it says "invalid entry"

Did you use your phone number or any repeated or sequential numbers? 

I would try to set the pin with 4 normal passcode to see if that can help

Just to confirm, you did try with a random 4 digit number and not a number with a clear sequence like “1234”? and wasn’t related to your current phone number?
