I’m wanting to play games and watch YouTube on my phone but I don’t know how much data it would use. Do I turn off my data or leave it on? I’m only asking because my iPad isn’t working properly.

Depending on your plan, if your plan has a lot of data, you can keep the data on. As well use the phone data usage tool.
Does your ipad use use data or wifi when it was working properly for you to use to play games and watch youtube?
