Which plan are you on? And do you currently have a Tab with Koodo?
As well, which plan did you see and want to switch to?

This explains your initial problem with making you add a sim or upgrading a phone.  The “new deal” sounds like a promo offer for new customers.  So to see this plan and to add it, you are signing up as a new customer.  You are not changing your plan.
