I want to buy an unlocked phone outright with no tab. Does koodoo do this?

Hi there,
so you can online and it will be delivered to you but for in person some Koodo locations might but for the most part they have to do it on the two year contract term. I’d suggest places like Best Buy, Walmart, Costco or the brand directly like Samsung to buy one out right as it would normally be cheaper to do it this way (especially from Costco or Samsung’s website directly). Just an FYI any phone you buy that was manufactured after 2017 is unlocked to all carriers, you don’t have to worry about that anymore if you buy new. 🙂👍
If you are a koodo subscriber, then yes you can.
But if you notice, the retail prices set by carriers like Koodo is higher than the MSRP if you buy direct from the manufacturer.
